Combine the marinara sauce, water, Italian seasoning, garlic powder, salt, and black pepper in the skillet. Add the ziti and stir until evenly coated. Cover and bring to a gentle boil over medium-high heat, about 4 minutes.

During the final 3 minutes of stovetop cooking, turn the broiler to high. Once the pasta is tender, remove the skillet from the heat and stir in the ricotta, 1 cup mozzarella, and 1/4 cup Parmesan until creamy and evenly combined.
